The government has rolled out enhanced digital security systems to tighten surveillance of examination materials and curb malpractice during the 2026 Kenya Certificate of Secondary Education (KCSE) examinations.
The measures include smart electronic locks fitted on examination containers and real-time monitoring systems designed to detect unauthorised access and track the movement of examination papers across the country.
Basic Education Principal Secretary John Ololtuaa said the technology would enable the Kenya National Examinations Council (KNEC) to identify any attempt to open examination containers before the officially scheduled time.
Speaking on Monday during the opening of an examination container and distribution of compulsory papers in Makadara Sub-county, Nairobi, he said the digital system had strengthened accountability in the management of national examination materials.
Ololtuaa explained that all examination containers countrywide were expected to be opened simultaneously at 7 am, with any attempt to access them earlier automatically recorded and detected by KNEC.

The PS said the government was determined to seal loopholes that have previously exposed national examinations to irregularities, and expressed optimism that the strengthened safeguards would minimise cases of malpractice. He attributed the expected improvement to collaboration among education officials, security agencies, teachers, parents and communities, as well as increased efforts to prepare candidates psychologically.

He said learners were increasingly embracing the need to demonstrate their abilities without resorting to cheating, noting that the Competency-Based Education (CBE) system was helping change attitudes towards national assessments. He warned that teachers found participating in or facilitating examination malpractice would face disciplinary and legal consequences under the established guidelines.
The government has also strengthened monitoring of examination logistics, with the Ministry receiving immediate updates whenever examination papers are dispatched to centres and when unused materials are returned in the evening. According to Mr Ololtuaa, the reporting system enables education officials to monitor the distribution process nationally, identify delays and respond promptly to emerging challenges.
He disclosed that 18 examination centres in Makadara had received their compulsory papers, with education officials and security personnel overseeing the exercise. The PS later visited Buruburu Girls High School to assess preparations and witness the opening of examination materials.
The Ministry has activated contingency arrangements to ensure examinations continue uninterrupted in areas threatened by heavy rains and flooding. Mr Ololtuaa said national and county governments had established response teams to coordinate interventions, while the Ministry and KNEC had identified areas likely to experience difficulties transporting examination materials.

He said additional examination containers and helicopters would be deployed where necessary to ensure candidates are not disadvantaged by logistical challenges. The government has also put in place transport arrangements to move examination papers from distribution containers to designated centres.

The compulsory KCSE papers began on Monday, following the administration of other subjects, including Home Science and foreign languages, the previous week.
Ololtuaa urged candidates to remain calm, trust their preparation and concentrate on their examinations, assuring parents and other stakeholders that the government had put in place measures to safeguard the credibility of the national assessment.
