Nine individuals have been named in a conspiracy-to-defraud charge involving Sh260,008,100 at Eco-Pillar Sacco Society Limited over allegations of manipulated financial systems, fictitious loans, fraudulent accounts and unauthorised withdrawals.

According to a police charge sheet dated October 29, 2026, the alleged offences occurred on diverse dates between 2018 and 2025 within Kenya.

The nine individuals named in the conspiracy charge are Fredrick Kaptui Plimo, Linus Lokira, Paul Lokitari Ywapamoi, Leonard Pchakasan Domoita, Nicholas Toroitich Arusho, Andrew Poriot Lorema, Susan Chesang, Florence Chemotwo and Francis Atodosia.

They are accused of jointly conspiring to defraud Eco-Pillar Sacco Society Limited of Sh260,008,100, contrary to Section 317 of the Penal Code, Cap 63 of the Laws of Kenya.

According to the particulars of the charge, the alleged scheme involved manipulating Sacco Link transaction systems, creating fraudulent accounts, generating fictitious loans and making unauthorised withdrawals from the Sacco's accounts into personal bank accounts.

The charge sheet does not provide a complete breakdown of how the alleged amount was calculated or how much each accused person allegedly received.

Two officials face separate allegations

Separate particulars identify Fredrick Kaptui Plimo and Linus Lokira in allegations relating to abuse of office under Sections 101 as read with Section 102(1) of the Penal Code.

The case material alleges that institutional funds were diverted to personal bank and mobile-money accounts.

It further alleges that junior employees were compelled to surrender their ATM cards and personal identification numbers (PINs) under threats of termination.

The separate abuse-of-office allegations concern the two named individuals and should not be attributed to all nine accused persons.

The specific transactions and amounts associated with the separate allegations are not conclusively established in the available documents.

State names witnesses

Eco-Pillar Sacco Society Limited is identified as the complainant in the conspiracy charge sheet.

Among the proposed prosecution witnesses listed in the document are Philip Pkemei Limasia, Georgina Chepkorir, Judy Rotino, Elias Pkerker, Linus Poghis ho, Richard Achaki, Edwin Mnang'at Tum and Lewis Kisang.

The conspiracy charge sheet records August 8, 2026, as the date of arrest and October 29, 2026, as the date of the report to court.

It further indicates that the accused were arrested without warrants and were out on cash bail.

The court file number was not completed on the copy of the charge sheet provided.

The available documents do not conclusively establish the pleas entered, the current status of every count or the outcome of the proceedings.

The Sh260,008,100 represents the amount alleged in the conspiracy charge and has not been established as a proven loss.

All nine accused persons are presumed innocent unless proven guilty by a court of law.
