Stakeholders from across Western Kenya converged at Masinde Muliro University of Science and Technology (MMUST) on Wednesday for a regional public participation forum on the Draft Universities (General) Regulations, 2026.
The engagement, organised by the Ministry of Education in consultation with the Commission for University Education (CUE), brought together representatives from Kakamega, Vihiga, Bungoma, Siaya and Busia counties.
The forum sought to collect views and recommendations on the proposed regulations that will guide the management and operations of universities in Kenya.
CUE Chair Opens Forum
The forum was officially opened by CUE Chairperson Prof. James Onyango Awino, who emphasised the importance of stakeholder involvement in developing policies that shape the country’s higher education sector.
He noted that public participation is critical in ensuring that regulations reflect the needs and aspirations of institutions and education stakeholders.
Stakeholders Submit Proposals
Participants drawn from universities, education institutions and other key sectors scrutinised various provisions contained in the draft regulations.
They submitted proposals aimed at strengthening governance, quality assurance, accountability and service delivery within universities.
Support for Consultative Approach
Speaking during the forum, stakeholders welcomed the consultative approach adopted by the Ministry of Education and CUE.
They noted that broad-based participation would help ensure the final regulations respond to the realities and needs of institutions of higher learning.
Nationwide Consultation Process
The Western Region engagement forms part of a nationwide series of consultations being conducted by the Ministry of Education and CUE as the government seeks public input before finalising and implementing the Draft Universities (General) Regulations, 2026.

The proposed regulations are expected to provide a comprehensive framework for enhancing standards, promoting institutional effectiveness and supporting the continued growth of university education in Kenya.
