TSC will confirm 20,000 intern teachers to permanent terms in 2026/27, Mitei tells MPs

The Teachers Service Commission (TSC) has announced plans to confirm 20,000 intern teachers to Permanent and Pensionable terms during the 2026/27 Financial Year.

The announcement was made on Wednesday during a meeting between the National Assembly Departmental Committee on Education, chaired by Julius Melly, and TSC officials led by Acting Chief Executive Officer Evaleen Mitei while reviewing the FY 2026/27 Annual Estimates of Expenditure.

According to the Commission, the 20,000 intern teachers are expected to complete their mandatory two-year internship period by January 2027 before being absorbed into permanent and pensionable employment.

During the session, Members of Parliament sought clarification on several issues affecting teachers and learners, including the impact of ongoing programmes, implementation of education initiatives over recent years, teacher promotions, and employee compensation.

TSC officials informed the committee that although the Commission had requested budgetary allocation for compensation under the Work Injury Benefits Act (WIBA), the funds were not provided in the current budget estimates.

The Commission further explained that it cannot proceed with the recruitment of additional teachers on permanent and pensionable terms while thousands of intern teachers are still awaiting confirmation.

TSC disclosed that more than 100,000 teachers have been recruited over the past three years. In addition, nearly 30,000 teachers are targeted for promotion this year, subject to the number of teachers exiting service through retirement and other forms of attrition.

Lawmakers also raised concerns over regional disparities in teacher promotions and the general welfare of teachers across the country.

They urged the Commission to ensure fairness, transparency, and timely implementation of teacher-related programmes.

Committee Chairperson Melly called on the Commission to expedite the promotion process, noting that Ksh 2 billion has been allocated for teacher promotions.

He also directed TSC to provide the Committee with the Teachers’ Progression Guidelines for review, saying the document would help legislators better address the concerns and professional needs of teachers nationwide.
