Teachers in acting leadership roles in hardship areas get priority in TSC promotions

Teachers serving in acting leadership positions in six hardship counties are set to benefit from the ongoing Teachers Service Commission (TSC) promotion exercise after being granted priority consideration for advancement to the next job group.

The arrangement targets teachers who have been serving as Head of Institution (HOI) or Deputy Head of Institution (Deputy HOI) in an acting capacity while remaining in the same job group for more than three years.

The beneficiaries are drawn from Isiolo, Lamu, Marsabit, Wajir, Garissa and Mandera counties, where teacher shortages and staffing challenges have seen many educators shoulder leadership responsibilities without substantive appointments.

The move is expected to address long-standing concerns over delayed career progression for teachers working in the Arid and Semi-Arid Lands (ASAL) and other hardship areas.

For years, education stakeholders have argued that many teachers have continued to perform administrative duties without receiving corresponding promotions.

Priority aimed at addressing staffing challenges

The development comes as TSC rolls out one of its largest promotion exercises, with more than 34,000 vacancies advertised across various teaching and administrative grades.

Eligible teachers have been invited to apply for the positions through the Commission’s online recruitment portal.

Education stakeholders have welcomed the decision, saying it recognises teachers who have demonstrated leadership despite difficult working conditions.

They note that promoting those who have served in acting capacities for extended periods will boost morale, strengthen school management and improve retention of experienced teachers in hardship regions.

The promotions are also expected to reduce the number of schools being managed by officials in acting capacities, allowing institutions to have substantive leaders with the authority to make long-term administrative decisions.

Teachers who meet the requirement of having served in acting positions for more than three years while remaining in the same job group are expected to be moved to the next immediate job group during the ongoing promotion exercise, subject to the Commission’s guidelines and eligibility requirements.
