Lang’ata Member of Parliament Phelix Odiwuor, popularly known as Jalang’o, has proposed a new law that would require all Form Four graduates in Kenya to undergo mandatory training at the National Youth Service (NYS) before joining universities, colleges or the job market.
Speaking during a television interview, the legislator said the proposed Bill aims to instil discipline, patriotism and practical life skills among young Kenyans as they transition into adulthood.
He argued that compulsory NYS training would help address growing cases of indiscipline while equipping young people with vocational and leadership skills.
Jalang’o noted that countries such as Nigeria and Saudi Arabia have mandatory national service programmes and said Kenya previously had a similar system in which school leavers underwent paramilitary-style training before pursuing further education or employment.
Bill seeks to make NYS training compulsory
Under the proposal, Form Four graduates would receive paramilitary training alongside civic education, patriotism and technical skills designed to prepare them for national service and future careers.
The Bill would need parliamentary approval before becoming law.
Currently, enrolment into the National Youth Service is voluntary.
Current NYS recruitment remains voluntary
Eligible applicants must be Kenyan citizens aged between 18 and 24 years, possess a valid national identification card and have attained at least a D (plain) grade in KCSE, among other requirements.
Recruits undergo basic paramilitary training before proceeding to nation-building and technical skills programmes.

If enacted, the proposal would significantly change Kenya’s youth development policy by making NYS training a compulsory stage for all secondary school graduates.
