Four public universities made it to the list of top ten (10) best performing State Corporation in the just released performance contracting report, which evaluated the performance of ministries, state corporations and tertiary institutions for the financial year 2021/2022.
According to the report the University of Embu is ranked the best performing state corporation at position one with a composite score of 1.7272, followed by Tharaka University College with a score of 1.9727 at position three.
The University of Nairobi occupied positions eight (8) scoring 2.1807 while South Eastern Kenya University came at position nine with a score of 2.2496.
Commission for University Education (3.7473), Council of Legal Education (3.7518) and the Kenya Medical Practitioners and Dentists Council (3.8202) are among the list of bottom ten state corporation performers
The report attributed the performance of the four public universities in the list of top ten performers to the strong performance management structures that have been put in place and top management support.
The report which was launched by President Dr. William Ruto at the Kenya International Conference Center, Nairobi on April 11, 2023 saw public universities occupying the top positions for state corporations by functional category with an average composite score of 2.7752.
“The best performing Functional Category is Public Universities…It is noted that the Public Universities Functional Category was also the best performing in the FY 2020/2021,” read the report in part.
The performance of the state corporations is ranked further in terms of the eight (8) functional categories notably: public universities which had a composite score of 2.7752, training and research with a score of 2.9196, service scoring 2.9351, financial (2.9773), regulatory (3.0734), regional development authorities (3.1001), tertiary education (3.1005) and Commercial and Manufacturing (3.3460)
Among the top performing state corporations based on core mandate were five (5) public universities namely: University of Embu (0.6827), Tharaka University (0.9200), University of Nairobi (0.9237), South Eastern Kenya University (1.0232) and Dedan Kimathi University of Technology (1.0808).
University of Embu, Tharaka University, University of Nairobi and South Eastern Kenya University are among the seven state corporations that have remained among the top ten performing state corporations based on the core mandate compared to the FY 2020/2021.
The report comes at a time when public universities, over the past few years, have been lamenting over financial constraints due to increased number of students which has put a strain on facilities and human resource; and also failure by the government to provide sufficient funds through capitation, which has not been commensurate with the number of students joining universities.
According to 2022 economic survey university enrolment increased from 546,700 in 2020/21 to 562,100 in 2021/22 academic year, an increase of 2.8 per cent; with total enrolment in public universities decreasing from 452,100 in 2020/21 to448,500 in 2021/22 academic year.
The enrollment in public universities constituent colleges is rose by 40.7 per cent to 13,500 in 2021/22.
