Parliamentary committee calls for TVET equipment audit, capitation increase to Sh9 billion

Education Committee Chairperson Julius Melly chairs a past session of the National Assembly Departmental Committee on Education. The committee has proposed an audit of TVET equipment and an increase in capitation funding to strengthen technical and vocational training institutions across the country.

The National Assembly Departmental Committee on Education has recommended a comprehensive audit of equipment in Technical and Vocational Education and Training (TVET) institutions within the next six months.

The committee said the audit would help identify idle machinery for redistribution to under-equipped institutions in a bid to improve technical training across the country.

In submissions presented to the Budget and Appropriations Committee, MPs also proposed an increase in TVET capitation from the current Sh3.5 billion to more than Sh9 billion to support enrolment and improve access to technical training institutions.

According to the committee, the additional allocation would help sustain students in colleges while strengthening skills development and training opportunities.

The government is expected to cover 80 per cent of the total cost for university students and provide Sh30,000 per student annually for those enrolled in TVET institutions. However, MPs said the funding has not been consistently disbursed for several years.

The committee further called for the timely release of capitation funds, warning that delays continue to threaten the sustainability of public universities and TVET institutions.

MPs said delayed disbursement of funds has negatively affected scholarships, student loans, and overall learner funding, making it difficult for institutions to operate effectively.
