Teachers across the country have ended October without the Career Progression Guidelines (CPG), despite an earlier assurance that the process would be finalised within two weeks.
Speaking to teachers at Kasarani Gymnasium on October 5, President William Ruto said the Salaries and Remuneration Commission (SRC) would finalise the CPG within the next two weeks. The assurance raised expectations among teachers who have long been waiting for the review.
October has now ended without the guidelines, leaving many teachers disappointed and unsure of what comes next.
Most of the teachers who spoke to Education News said the two-week period given by the President had lapsed, and that there had been no clear communication on the completion of the process. They said their hopes had gradually faded as they entered November without an outcome.
"We were very hopeful following the President's assurance at Kasarani. We believed that the matter would be addressed within the promised two weeks. Unfortunately, October is over, and we are still waiting," said one teacher.
Calls on TSC over promotion slots
Besides the CPG, teachers have called on the Teachers Service Commission (TSC) to honour the President's promise to raise promotion opportunities from the 34,000 slots first announced to 50,000.
They argue that the increase would give more teachers a chance at career advancement and ease concerns about limited promotion opportunities in the profession. They want the Commission to make the increase before releasing the results of the recently concluded promotion exercise.
According to the teachers, releasing the results before addressing the increase could leave many educators unsure whether the presidential commitment will be met. They say expanding the slots to 50,000 would give fresh hope to thousands of teachers who have stayed in the same job groups for years despite gaining experience and additional qualifications.
Teachers are now looking to both the SRC and TSC for action and clear communication on the outstanding issues.
