Last week there was a attack on a public forum at All Saints Cathedral in Nairobi on June 12, 2026 has renewed concerns about the use of organised gangs to disrupt civic meetings, public participation forums and governance-related discussions in Kenya.

According to CCTV footage and eyewitness accounts, groups of suspected hired goons stormed the cathedral grounds in two separate waves during a post-budget dialogue organised by civil society organisations to analyse the 2026/27 national budget. The first group arrived on motorcycles at around 9.39 a.m. and was initially dispersed by police. However, about 30 minutes later, the group returned on foot, entered the church compound and disrupted the meeting. Attendees were harassed, robbed and forced to flee as the forum was brought to an abrupt halt.

The meeting had brought together civil society leaders, clergy, lawyers, governance experts and members of the public to discuss the national budget presented by Treasury Cabinet Secretary John Mbadi a day earlier. CCTV footage captured some of the attackers moving directly toward the conference venue, raising questions about whether the disruption had been planned in advance.
