TSC moves to equip teachers with AI skills, overhaul appraisal system

The Teachers Service Commission (TSC) is preparing to expand the use of artificial intelligence in teaching while undertaking a review of its online teacher performance appraisal system.

The Commission has invited qualified and interested bidders to provide consultancy services for the training of teachers on artificial intelligence (AI) applications and the review, development and deployment of the Teacher Performance Appraisal and Development (TPAD) online system.

The tender notice published through MyGov on September 29, 2026, signals a fresh push by the Commission to strengthen teachers’ digital skills as Kenya continues to implement Competency-Based Education (CBE).

Under the proposed training programme, teachers will be retooled in digital capacity building, pedagogical innovation, AI applications, data ethics and the practical use of AI tools in classroom teaching and learning.

The initiative is expected to help teachers understand how emerging technologies can be integrated into lesson preparation, delivery, assessment and other professional activities while addressing concerns around responsible use of AI and protection of education data.

TSC is also seeking expertise to review and improve its TPAD online system, which is used to facilitate teacher appraisal and professional development.

The Commission’s existing TPAD framework provides for online submission of professional documents, lesson observations, identification of professional gaps, development activities and uploading of appraisal evidence.

The proposed review comes as TSC continues to strengthen its digital platforms for teacher management and professional development. Its online services already provide access to TPAD alongside other teacher-related services.

TSC has also incorporated AI into its teacher capacity-building programmes. Its T-Learn platform currently lists a course on ICT integration and the use of artificial intelligence in teaching and learning, alongside other professional development courses.

The planned intervention could therefore see AI training move beyond introductory digital skills to more practical applications aligned with classroom needs and the demands of CBE.

The Commission’s move comes at a time when schools are increasingly relying on digital platforms for teaching, assessment, professional development and administration, placing greater emphasis on teachers’ ability to use technology effectively and responsibly.

The consultancy is expected to support the Commission in building teachers’ capacity while developing an appraisal system that responds to emerging technological and professional demands in the education sector.
