A proposal currently circulating within education circles suggests a major restructuring of the Teachers Service Commission (TSC) career progression framework for secondary school teachers.
The proposed model seeks to simplify the existing grading system by introducing a straightforward hierarchy ranging from ST8 to ST1.
New Entry and Promotion Structure
Under the proposal, diploma teachers would enter the profession at ST8, while Bachelor’s Degree holders would start at ST7.
The structure would then provide a common progression pathway through ST6 before teachers advance to leadership positions beginning with Senior Teacher (ST5), Deputy Principal (ST4), Principal (ST3), Senior Principal (ST2) and Chief Principal (ST1).
Addressing Concerns Over Complexity
The proposed reforms aim to address long-standing concerns about the complexity of the current grading structure, which many teachers consider difficult to understand and navigate.
By reducing numerous job groups into a more organised framework, teachers would have a clearer understanding of their career path and promotion prospects.
Senior Teacher Position Proposed
One notable feature of the proposal is the introduction of Senior Teacher as a substantive leadership position.
The proposed role would provide experienced classroom teachers with an opportunity for career advancement without necessarily moving immediately into school administration.
Potential Benefits and Concerns
Supporters of the proposal argue that it could enhance transparency, reduce career stagnation and motivate teachers through a more predictable promotion system.
However, questions remain regarding salary scales, promotion timelines and the treatment of diploma holders who would begin one grade below degree holders.
Awaiting Official Position
While the proposal has generated considerable discussion among teachers, it remains subject to official approval and implementation.
