The Teachers Service Commission (TSC) has carried out a significant reshuffling of senior officers at both its headquarters and field offices, including several high-profile promotions.
Long-serving career director Elijah Omwenga, has been transferred to TSC headquarters to deputize the Director of Staffing. Prior to this move, Omwenga served as the Regional Director for Central Region. Earlier this year, his transfer to the Western Region was revoked, allowing him to remain in Central.
Omwenga’s career has seen him serve in several counties as county director before his appointment as Central Region director. He will be replaced by the current Western Region director Victoria Muoka.
In other major promotions, Hassan Abukar, formerly the TSC Director for Makueni County has been appointed Regional Director for the Eastern Region following successful interviews.
Education News has also established that Dr. Esther Musani, previously the Director for West Pokot County, has been promoted to Regional Director for Nyanza, taking over from Joseph Kariuki, who has been deployed County Director for Nyeri. Catherine Mwenda who was in Nyeri has been deployed to TSC headquarters.

Nzovu Nzioka, who has been serving at the TSC headquarters, has been posted to Western Region as Regional Director; he had worked before in Western region as Kakamega County TSC Director, Wilson Koros has moved to Laikipia County as Director.
Several other county directors have also been transferred Lewis Mutegi moves from Kajiado County to Marsabit County , Joseph Atwoto from Kisumu County to Kisii county , and Rosemary Sokotian from Laikipia county to Kajiado county all retaining their roles as county directors.
The promotion follows TSC’s advertisement of six regional director positions and other field vacancies in October last year, with interviews conducted between March and April 2026.
However, the changes have sparked concern among some senior officers. Questions have been raised regarding the promotion of certain officers reportedly facing disciplinary issues, while long-serving directors were seemingly overlooked while others were demoted.
Some officers also argue that merit was not consistently followed, citing instances of promotions for officers who allegedly failed integrity tests and a perceived imbalance in regional representation.
