TSC reshuffles county, regional directors in new changes

The Teachers Service Commission (TSC) has made a major reshuffle and promotion of senior officers across its headquarters and regional offices, affecting several directors and county officials.

Among the notable changes is the veteran career director Elijah Omwenga, who has been transferred to the commission’s headquarters as Deputy Director of Staffing.

Omwenga previously served as the Central Region Director. Earlier this year, plans to move him to the Western Region were cancelled, allowing him to remain in Central.

Omwenga has served in multiple counties as County Director before his appointment to head the Central Region. He will now be succeeded by Victoria Muoka, who previously served as Western Region Director.

In another key appointment, Hassan Abukar, formerly the County Director for Makueni, has been promoted to Regional Director for the Eastern Region following successful interviews.

Dr. Esther Musani, who previously was director West Pokot County, has been elevated to Regional Director for Nyanza Region. She replaces Joseph Japhat Kariuki, who had been serving in an acting capacity and has now been deployed as Nyeri County Director.

Meanwhile, Catherine Marete has moved from Nyeri County to TSC headquarters as SDD staffing.

At the same time, John Nzuvu, who served as Deputy Director in charge of Teacher Development Management at the headquarters, has been posted to Western Region as Regional Director. Nzuvu previously served as Kakamega County Director. He will be replaced at headquarters by Jane Irambu, formerly the Starehe Sub-County Director.

Wilson Koros, who had been acting as Eastern Region Director, has been transferred to Laikipia County as County Director.

Several county directors were also reassigned in the latest changes. Lewis Mutegi moves from Tharaka Nithi to Marsabit County, while Joseph Atwoto has been transferred from Kisumu to Kisii County. Former Deputy Director of Staffing Fredrick Mwaniki has been appointed Kisumu County Director.

Elsewhere, Rosemary Sokotian moves from Laikipia to Kajiado County as County Director, while Erick Magak has been transferred from Nyamira to Kakamega County, with both retaining their positions as county directors.

The reshuffle also affects sub-county leadership. Robert Ruto, previously Sub-County Director for Baringo North, has been promoted and moved to West Pokot as a county director. Meanwhile, Dr. Francis Abobo, formerly the Bomet East Sub-County Director, has been promoted to Deputy Director for West Pokot County. He replaces John Paul Wephoghe, who has been appointed Makueni County Director.

In Turkana and Kiambu counties, acting directors Sammy Loitakol and Joseph Kiige respectively have both been confirmed in their positions.

Further transfers include Abdi Hassan, who moves from Wajir County to Lamu County as Director. Solomon Leseewa has been transferred from Trans Nzoia to Samburu County, swapping positions with Peter Mutuku.

Additionally, Faith Kirimi, previously Deputy County Director in Kiambu, has been deployed to the Regional Director’s office and will also serve in Starehe Sub-County.

The promotions and transfers follow the commission’s advertisement of six regional director positions and other field vacancies in October last year. Interviews for the positions were conducted between March and April 2026.

However, the changes have sparked concern among some senior officers. Questions have been raised regarding the promotion of certain officers reportedly facing disciplinary issues, while long-serving directors were seemingly overlooked while others were demoted.

Some officers also argue that merit was not consistently followed, citing instances of promotions for officers who allegedly failed integrity tests and a perceived imbalance in regional representation.
