TSC secretariat staff in grades 3 -6 moved to permanent and pensionable terms

The Teachers Service Commission (TSC) has announced that all Secretariat Staff in Grades 3, 4, 5, and 6 will transition from fixed-term contracts to permanent and pensionable employment, effective May 18, 2026.

In a circular issued on June 8, TSC acting CEO Eveleen Mitei stated that the move follows a review of the Commission’s human resource policies and employment framework.  Secretariat Staff in these grades are employees working in the Commission’s administrative and technical departments rather than classroom teachers.

The CEO said that the decision is aimed at enhancing social security and staff welfare, ensuring employees have access to structured retirement benefits and financial security upon separation from service.

It also seeks to strengthen institutional capacity by retaining skilled staff with specialized expertise in teacher management and minimizing disruptions caused by staff turnover.

Permanent employment will additionally facilitate career progression, talent development, and succession planning, promoting long-term efficiency, stability, and productivity within the Commission.

Under the new terms, all employees on permanent and pensionable status will be enrolled in the TSC Staff Retirement and Benefits Scheme (SRBS). Employees will contribute 10% of their monthly basic salary, while the Commission contributes 20%, in line with the Scheme’s Trust Deed and rules.

Staff will also choose whether to transfer accrued gratuity from their fixed-term contracts to the SRBS or receive payment of the gratuity.

The TSC has provided a three-month transition period for employees to review options and formally communicate their decisions, the decision on option taken should be received on or before 18th August 2026.

The Commission will conduct sensitization forums in collaboration with the Retirement Benefits Authority and the SRBS Trustees to guide staff through the process.

The TSC emphasized that the review of terms of service will not affect the performance management framework, and employees will continue to operate under existing performance policies

Staff in grades 6 and above will be managed through the annual performance contract framework, aligned with the Commission’s Strategic Plan, Service Charter, and approved job descriptions, to ensure accountability, efficiency, and excellence in service delivery.

The Commission called on all Secretariat Staff to maintain their commitment, professionalism, and dedication in achieving TSC’s constitutional mandate and strategic objectives.
