The Teachers Service Commission (TSC) has announced a nationwide sensitisation programme for field officers as part of efforts to strengthen the implementation of the Kenya Primary Education Equity in Learning (KPEEL) programme.
In an internal memo dated April 29, 2026, the Commission directed regional and county directors to release selected officers to attend a training session scheduled to take place from May 4 to May 8, 2026, at ARC Egerton in Nakuru.
“The Commission has planned to undertake the above activity from 4th to 8th May 2026 at ARC Egerton, Nakuru,” the memo states, outlining the timeline and venue for the exercise.
The training will bring together a wide range of education officers, reflecting a coordinated approach to programme implementation across counties.
Among those targeted for the sensitisation exercise are all Sub-County Directors, Curriculum Support Officers, County Accountants and their assistants, Human Resource Officers, and ICT Officers.
“The activity is targeting all Sub-County Directors and key field officers across counties,” the memo adds, highlighting the scope of participation.
The inclusion of diverse personnel underscores the Commission’s intent to integrate administrative, financial, and technical capacities in rolling out the KPEEL programme.
“Two Curriculum Support Officers per county, including one specialising in Special Needs Education, will be part of the training,” the document notes, pointing to the programme’s inclusive approach.
According to the memo, county accountants and human resource officers will also play a key role, particularly in ensuring proper financial management and staff coordination within the programme.
“County Accounts and Human Resource Officers are expected to support implementation at the county level,” the directive emphasises.
ICT officers have also been included in the programme, reflecting the increasing role of digital systems in education management and reporting.
“County ICT Officers will support data management and reporting requirements under the programme,” the memo states.
The Commission said the purpose of the training is to enhance understanding of the KPEEL programme, strengthen reporting systems, and ensure effective coordination of other commission initiatives at the field level.

Field officers have been instructed to ensure attendance of the nominated staff, with the Commission confirming that funding for the exercise will be disbursed through KPEEL Programme county bank accounts.

The KPEEL programme is part of broader government efforts to improve equity and learning outcomes in primary education, particularly in underserved regions. It aligns with national education reforms aimed at strengthening foundational learning, enhancing teacher support systems, and improving accountability in school management.
Education experts note that such capacity-building initiatives are critical in ensuring that policy interventions are effectively translated into classroom outcomes.
