The Teachers Service Commission (TSC) has announced plans to amend Regulation 20 of the Code of Regulations for Teachers, a move that could significantly alter the qualifications required for teacher registration in Kenya.
In a public notice issued on Tuesday, April 28, 2026, the TSC invited members of the public, including teachers, to submit their views on the proposed amendments by May 13, 2026.
“Pursuant to Section 47(2) of the TSC Act, the Commission intends to amend Regulation 20 of the Code of Regulations for Teachers, which sets the qualification framework for teacher registration,” the notice read.
The proposed changes aim to update the teacher registration process to better align with emerging educational standards and expectations. Key among the amendments is a clarification of the eligibility criteria for teacher registration, which will emphasize the need for candidates to hold recognized academic and professional qualifications.

The amendments are also expected to tighten entry requirements for the teaching profession, ensuring that only qualified individuals are allowed to enter the field. The revised regulations will address teacher discipline more rigorously, giving the TSC the authority to suspend or deregister teachers found violating professional standards.
Furthermore, the TSC will be granted full responsibility for regulating teacher training, certification renewals, and competency standards under the proposed framework.
“In accordance with Section 5 of the Statutory Instruments Act, 2013, the Commission hereby invites stakeholders and members of the public to submit written memoranda,” the TSC announced in the notice.
