TSC orders immediate nationwide redistribution of teachers

The Teachers Service Commission (TSC) has ordered a nationwide redistribution of teachers in a sweeping move aimed at addressing persistent staffing imbalances across schools.

In an internal memo dated April 24, 2026, and addressed to all regional directors, the Commission outlined a comprehensive rationalisation exercise targeting disparities in teacher distribution across institutions, sub-counties, and counties.

“The Commission is constitutionally mandated to assign teachers to stations where their services are required,” the memo states, emphasising its core role in deployment and staffing.

The directive comes amid growing concerns over uneven teacher distribution, with some schools reportedly operating with excess staff while others struggle with acute shortages.

“Notable disparities remain evident where some institutions have excess staffing while others continue to operate below approved staffing norms,” the Commission noted.

According to the Commission, the imbalance has directly affected curriculum delivery, service equity, and stakeholder confidence in the education system.

“It is therefore necessary to undertake an immediate staff balancing exercise within your areas of jurisdiction,” the memo adds, signalling urgency in the implementation of the directive.

Under the new plan, regional and county directors have been tasked with redistributing teachers to ensure that no school remains understaffed where another institution within the same area has excess personnel.

“Redistribute teachers across schools to ensure that no primary school remains understaffed where another school within the same area has excess or adequate staffing,” the directive states.

For junior schools, the Commission highlighted the need to address subject imbalances and ensure all learning areas are adequately covered.

“The key challenge in junior schools remains imbalance in subject combinations,” the memo notes, adding that staffing must be coordinated to support all subjects.

In senior schools, the directive calls for a broader approach to teacher deployment, focusing on both subject-specific shortages and numerical imbalances.

“Undertake balancing of teachers within counties to address subject-specific shortages and numerical staffing imbalances,” the Commission instructed.

The memo further directs that surplus teachers from schools with low enrollment or excess staffing be redeployed to institutions experiencing shortages, ensuring a more balanced and efficient education system.

The exercise is expected to be carried out immediately, with regional directors coordinating closely with county and sub-county officials to ensure compliance with the directive.
