Families of teachers who died before the conclusion of interdiction or disciplinary proceedings may now claim retirement and terminal benefits from the Teachers Service Commission (TSC), under a policy change introduced through Circular No. 12/2025.
The circular provides for payment of terminal benefits to teachers who exited service through resignation or dismissal from April 6, 2018, following provisions agreed under the 2025–2029 Collective Bargaining Agreement (CBA). It reverses the previous position, under which teachers who resigned or were dismissed could lose their pension and gratuity benefits altogether.
Under the new directive, eligible former teachers, as well as beneficiaries of deceased teachers, can pursue claims for benefits that had previously been forfeited. This means the death of a teacher does not automatically extinguish an eligible claim, provided the teacher falls within the categories covered by the policy.

According to information on the directive’s implementation, beneficiaries of deceased teachers are among those who can submit claims through TSC Sub-County offices. The policy applies to teachers who exited service on or after April 6, 2018, with the eligibility of individual claims subject to the teacher’s employment and pension records and applicable TSC requirements.
For families whose relatives died while an interdiction or disciplinary matter remained unresolved, the development offers an avenue to pursue accrued benefits, rather than having the teacher’s service record treated as automatically forfeiting terminal dues. Beneficiaries seeking payment have been advised to approach the relevant TSC Sub-County office and provide the required documentation to have the deceased teacher’s records and eligibility assessed.
The policy marks a significant shift in the treatment of terminal benefits for teachers who left service through disciplinary action or resignation, extending relief to affected former teachers and, in applicable cases, their families.
