A section of teachers has called on the Teachers Service Commission (TSC) to substantively appoint Evaleen Mitei as its Chief Executive Officer (CEO), citing her performance while serving in an acting capacity since the retirement of Dr. Nancy Macharia in June 2025.

Speaking during a press briefing on Monday, June 29, classroom teachers from the Nairobi Cosmopolitan Hub said Mitei has demonstrated exceptional leadership over the past year, surpassing expectations and proving her ability to steer the commission effectively.

The educators appealed to the TSC Board and President William Ruto to expedite the formal appointment of Mitei as the Commission’s CEO.

They said that during her tenure as acting CEO, Mitei has overseen significant reforms across key areas, including safeguarding the autonomy of TSC, facilitating the promotion of more than 30,000 teachers, transitioning 20,000 intern teachers to permanent and pensionable terms, and leading the implementation of the Collective Bargaining Agreement (CBA).

“She has ensured that deployments are strictly guided by TSC regulations, shielding teachers from local political victimization,” they said.

They also commended Mitei for spearheading the implementation of education reforms under the Competency-Based Education (CBE) curriculum and for promoting gender parity within the teaching workforce.

“She enforced progressive staffing policies resulting in an unprecedented 51 per cent to 49 per cent female-to-male ratio across the teaching service, making TSC the largest employer in the country to achieve actual gender parity,” they said.

Mitei, they said, eliminated the illegal sale of TSC employment forms by digitising the recruitment process, ensuring that qualified young Kenyans secured teaching jobs solely on the basis of merit.

They also noted that she identified and rectified payroll irregularities within the Integrated Personnel and Payroll Database (IPPD), helping to enhance accuracy and accountability in payroll management.
