President William Samoei Ruto has appointed Prof. James Onyango Owino to be the Non-Executive Chairperson of the Commission for University Education (CUE).
According to Gazette Notice No. 11211 dated August 15, 2025, the appointment is made in line with Section 6 (1)(a) of the Universities Act, 2012. Prof. Owino will serve for a three-year term beginning August 15, 2025.
“In exercise of the powers conferred by section 6 (1)(a) of the Universities Act, 2012, I appoint James Onyango Owino (Prof.) to be the Non-Executive Chairperson of the Commission for University Education for a period of three (3) years,” the notice signed by President Ruto stated.
The Commission for University Education (CUE) is a body corporate established under the Universities Act, No. 42 of 2012, succeeding the Commission for Higher Education (CHE) created in 1985. Its core mandate is to advance quality university education in Kenya by regulating, accrediting, and monitoring universities and academic programmes.

Prof. Owino takes over the leadership of CUE at a time when Kenya’s higher education sector faces challenges such as rising enrolments, funding constraints, and the ongoing transition to the Competency-Based Education (CBE).
His leadership will be critical in steering reforms, strengthening regulation, and ensuring universities align with Kenya’s national development goals.
