MoE releases FPE funds to Public Primary Schools ahead of reopening

  • The Ministry of Education has released Term Three FPE funds totalling KSh259.70 per learner to public primary schools across the country.
  • The ministry has allocated KSh133.70 per learner to Account 1 for teaching and learning materials, and KSh126 to Account 2 for general school operations.
  • The ministry has directed schools to utilise the funds according to prescribed vote heads and to account for expenditure as required.

The Ministry of Education (MoE) has disbursed Free Primary Education (FPE) funds for Term Three of the 2026 academic year to public primary schools across the country, aimed at supporting teaching, learning and essential school operations.

According to a circular dated August 18, 2026, the Government has released KSh133.70 per learner to schools’ Account 1 and an additional KSh126 per learner to Account 2, bringing the total disbursement under the two accounts to KSh259.70 per learner for the term.

The ministry has directed schools to utilise the funds strictly according to the specified vote heads, unless otherwise authorised by the relevant authority.

Under Account 1, the KSh133.70 allocation covers textbooks and supplementary readers, textbook maintenance, exercise books, teachers’ guides and reference materials, and stationery. The breakdown includes KSh31.37 for textbooks and supplementary readers, KSh4.39 for textbook maintenance, KSh61.41 for exercise books, KSh21.93 for teachers’ guides and reference materials, and KSh14.60 for stationery.

Under Account 2, schools have received KSh126 per learner through the General Purpose Account, covering support staff wages, renovation and repair of classrooms and toilet facilities, maintenance and improvement of physical facilities, activities, local transport and travelling, electricity, water and conservancy, telephone, box rental and postage. Other areas funded under this account include environment and sanitation, capacity building and meetings, contingencies, science and applied technology, as well as assessments and examinations.

The circular indicates that the data used to calculate the disbursement was extracted from the National Education Management Information System (NEMIS) on November 25, 2024, and later verified by heads of institutions and Sub-County Directors of Education in 2025.

The Ministry has directed education officials to ensure the information reaches all public primary schools and that the funds are utilised in accordance with the prescribed guidelines, noting that, as with previous FPE disbursements, schools will be required to account for the funds and ensure expenditure follows approved vote heads.
