The Kenya Union of Post-Primary Education Teachers has issued a stern warning over delays in the payment of national examination personnel, cautioning that continued inaction by the Kenya National Examinations Council could disrupt the reopening of schools.
KUPPET National Chairman Omboko Milemba raised the concern while speaking on the floor of Parliament, demanding urgent intervention from the Ministry of Education.
He directed questions to Education Cabinet Secretary Julius Migos regarding unpaid dues owed to examiners, invigilators, supervisors and examination centres involved in administering and marking national exams.
The affected personnel took part in the 2025 examination cycle, including the Kenya Primary School Education Assessment, Kenya Junior School Education Assessment, and the Kenya Certificate of Secondary Education. Milemba noted that some payments date back to October, terming the delays unacceptable and harmful to the education sector.
He called for clear timelines on when the pending payments will be settled and urged the Ministry to outline concrete measures to guarantee timely and full payment in future examination cycles.
He stressed that systemic inefficiencies should not be transferred to teachers and examination officials.

Parliament has since moved to invoke Article 223 of the Constitution of Kenya, allowing the Executive to authorise immediate payments, subject to later accountability. The Education Cabinet Secretary has been given four days to present a comprehensive report on how KNEC will clear the arrears and prevent similar delays.
Milemba has also escalated the matter to the President, warning that failure to act swiftly could trigger a crisis capable of disrupting school operations nationwide.
