How much every teacher will earn under TSC’s new Phase II salary structure

Thousands of teachers can now calculate exactly how much they will earn after the Teachers Service Commission (TSC) published revised salary conversion tables under the second phase of the 2025–2029 Collective Bargaining Agreement (CBA).

The revised salary structure, contained in a circular addressed to all TSC Regional Directors, County Directors, Sub-county Directors, Principals of Diploma Teacher Training Colleges, Principals of Primary Teacher Training Colleges and the Director of the Kenya Institute of Special Education (KISE), took effect on July 1, 2026, and will remain in force until June 30, 2027.

Unlike previous salary reviews that attracted confusion over beneficiaries, the Commission has provided salary conversion tables covering every teacher grade from Primary Teacher II (Grade B5) to Chief Principal (Grade D5).

According to the circular: “The current job titles will continue to apply as set out in Table below.”

The revised scales cover classroom teachers, headteachers, deputy headteachers, principals, deputy principals, lecturers and curriculum support officers.

Besides increasing salaries, the Commission has assured teachers that annual salary progression will remain unchanged.

“Teachers converting into the new salary scales will retain their current incremental dates,” the circular adds.

It also explains: “Where the incremental date falls on 1st July, 2026 teachers will be granted their annual increment on the existing salary scales then convert to the new salary points with effect from the same date.”

“Annual salary increment for all teachers will continue to apply as provided for in the Code of Regulations for Teachers (2015), ” TSC says.

Background

The revised salaries form part of the four-phase implementation schedule agreed upon when TSC signed the 2025–2029 Collective Bargaining Agreement with the Kenya National Union of Teachers (KNUT), the Kenya Union of Post Primary Education Teachers (KUPPET) and the Kenya Union of Special Needs Education Teachers (KUSNET) in July 2025.

The first phase was implemented in July 2025, while the second phase took effect on July 1, 2026.

The salary review comes as the Commission continues implementing education reforms, including the rollout of Competency-Based Education (CBE), expansion of junior schools and recruitment of additional teachers.
