HELB opens Sh500,000 training loan applications for civil servants

  • HELB has opened applications for the Civil Servants Training Revolving Fund, offering loans of up to Sh500,000 to national and county government employees, police officers and TSC staff.
  • The board has set a four per cent annual interest rate on the fund, with repayment spread over 12 to 72 months through salary deductions.
  • HELB has also opened applications for the 2026/27 Jielimishe Loan, which offers employed Kenyans up to Sh600,000 at a 10 per cent interest rate with credit life insurance included.

Civil servants seeking to advance their academic and professional qualifications can now apply for loans of up to Sh500,000 through the Higher Education Loans Board (HELB), under the Civil Servants Training Revolving Fund.

The facility is available to employees of the national and county governments, the National Police Service and the Teachers Service Commission. It will support public servants pursuing PhD, master’s, postgraduate diploma and diploma programmes, as well as approved professional courses offered by recognised institutions, provided the programmes are offered by universities, colleges and other institutions approved by the Ministry of Education.

The loan is intended to enable civil servants to pursue further training while remaining in employment, with repayment spread over between one and six years. “Advance your career with HELB’s Civil Servants Training Revolving Fund! Take the next step towards professional growth with quick loan processing, flexible repayment period of 12–72 months, competitive interest rates, and financing of up to KSh 500,000,” the board said in a statement.

Borrowers will pay an annual interest rate of four per cent, with the repayment period determined by the amount borrowed and the agreed payment plan. Monthly instalments will be recovered through check-off arrangements, meaning repayments will be deducted directly from borrowers’ salaries. The financing offers public servants another option for meeting education and professional training costs, particularly given the relatively low interest rate and repayment period of up to 72 months.

The latest facility comes shortly after HELB opened applications for the 2026/27 Jielimishe Loan, aimed at employed Kenyans pursuing further education while continuing to work. Under the Jielimishe programme, eligible salaried learners can borrow up to Sh600,000 to finance university, postgraduate, professional and other approved higher education programmes. Unlike the Civil Servants Training Revolving Fund, the Jielimishe loan attracts an annual interest rate of 10 per cent, with borrowers expected to repay the money within 12 to 48 months through monthly payroll deductions. The Jielimishe facility also includes credit life insurance to provide borrowers with additional protection during the repayment period.

The Civil Servants Training Revolving Fund is therefore targeted specifically at public servants seeking to acquire higher academic qualifications or undertake professional training. Applicants will be required to meet HELB’s eligibility conditions and ensure that their chosen programmes and institutions meet the requirements of the fund. Civil servants interested in the facility can submit their applications through HELB’s online application channels.
