  • The Gov’t has allocated1 billion in the 2026/27 financial year for teacher recruitment and the confirmation of intern teachers.
  • Treasury has earmarked9 billion to convert 20,000 intern teachers to permanent terms from January 2027, with a further 24,000 to follow in July 2027.
  • TSC is expected to issue further guidance on recruitment vacancies, eligibility and verification requirements for the exercise.

The Government has allocated Sh13.1 billion in the 2026/2027 financial year to support the recruitment of intern teachers and the confirmation of eligible interns to permanent and pensionable terms.

According to the 2026/27 Budget Statement, Sh8.2 billion has been set aside for the recruitment of intern teachers as the Government moves to address teacher shortages in public schools.

A further Sh4.9 billion has been allocated to facilitate the conversion of 20,000 intern teachers to permanent and pensionable terms from January 2027. The Budget Statement also provides for the conversion of an additional 24,000 newly recruited intern teachers to permanent and pensionable terms in July 2027.

The development is expected to provide opportunities for thousands of teacher interns who have been serving in public schools under the internship programme. The Teachers Service Commission is expected to issue further communication on the recruitment process, including vacancies, eligibility requirements, application procedures and timelines.

Eligible serving interns will also be required to undergo verification before confirmation, with teachers expected to have their academic and professional documents ready when the exercise begins.

The allocation comes amid continued calls from education stakeholders to increase the number of teachers employed by TSC to address staffing gaps in primary and secondary schools. The Government has in recent years relied on the internship programme to supplement the teaching workforce while providing newly trained teachers with classroom experience.

Teachers seeking recruitment and confirmation are advised to rely on official communication from TSC for the final dates and requirements, and to avoid relying on unverified information circulating on social media.

The 2026/27 budget allocation is therefore expected to shape the next phase of teacher recruitment and the transition of eligible interns into permanent employment.
