CS Duale acknowledges unsettled EduAfya Medical Scheme claims, promises resolution

Health CS Aden Duale has admitted that several claims under the defunct EduAfya Medical Scheme remain unsettled.

Cabinet Secretary for Health, Aden Duale, has acknowledged that several claims under the defunct EduAfya Medical Scheme remain unsettled.

During a session at the Senate plenary, Duale explained that delays in processing these claims were caused by a combination of verification procedures, administrative challenges arising from the transition of the scheme, and budgetary constraints.

Duale appeared before the Senate to respond to concerns raised by Nairobi Senator Edwin Sifuna, who questioned the status of pending claims, delays in compensation, and broader issues related to health financing and service delivery in Kenya.

In his response, the Cabinet Secretary assured the Senate that the Ministry of Health is currently conducting a comprehensive reconciliation and validation process to verify legitimate claims before payments are made.

He emphasised that once this verification is complete, all eligible claims will be settled, stressing the importance of accountability and accuracy to protect public resources.

Duale also spoke on the transition from the EduAfya Medical Scheme to the current health coverage systems, noting that the challenges faced under the defunct scheme have informed the design of new health coverage frameworks.

The Ministry, he said, is working to implement safeguards that will enhance efficiency, minimise delays, and improve oversight in the processing of claims under the reformed system.

“Beneficiary protection remains a key priority in these reforms,” Duale stated, highlighting that the aim is to ensure timely access to healthcare services and financial risk protection for households.

Addressing concerns raised by senators about healthcare service delivery, Duale acknowledged the existing gaps in access to services, the efficiency of claims processing, and the coordination among implementing agencies.

He assured the Senate that the Ministry is strengthening both its internal systems and collaboration with other agencies to improve the responsiveness and quality of healthcare services across the sector.

The CS further noted that ongoing reforms aim to enhance transparency, improve operational efficiency, and rebuild public confidence in government-managed health programs.

Duale reaffirmed the Ministry’s commitment to clearing all verified pending claims, strengthening accountability mechanisms, and continuing to implement sustainable health financing reforms to support universal health coverage.

He emphasised that the Ministry will engage stakeholders and refine its systems to ensure the effective delivery of healthcare services to all Kenyans.
