- TSC has scheduled a nationwide virtual sensitisation meeting for Junior School heads ahead of the rollout of Digital Literacy Programme Phase II devices.
- The session will guide school leaders on the receipt, installation, management, security and reporting procedures for interactive Smart Boards and laptops.
- Sub-County Directors and Curriculum Support Officers have also been directed to participate and ensure all schools are adequately prepared for the programme.
The Teachers Service Commission (TSC) has organised a virtual sensitisation meeting for all Junior School Heads of Institutions to prepare them for the receipt, installation, management and safeguarding of Digital Literacy Programme (DLP) Phase II devices under the Kenya Digital Economy Acceleration Project (KDEAP).
According to an internal memorandum dated July 28, 2026, the meeting has been convened by TSC Headquarters and communicated to all Sub-County Directors through County Directors. A copy of the communication was also shared with all Curriculum Support Officers (CSOs).
The virtual meeting will be held on Thursday, July 30, 2026, from 10.00 a.m. to 11.00 a.m. (EAT) via Microsoft Teams, using a meeting link to be shared by TSC Headquarters.
According to the memo, “The Teachers Service Commission Headquarters has scheduled a Virtual Sensitization Meeting for all Junior School Heads of Institutions on the receipt, management, delivery and installation of Digital Literacy Programme (DLP) Phase II Interactive Smart Boards and laptops under the Kenya Digital Economy Acceleration Project (KDEAP).”
Focus on successful DLP implementation
TSC says the sensitisation aims to equip Heads of Institutions with the knowledge required to ensure the successful receipt, installation, management and protection of the ICT devices that will support teaching and learning in Junior Schools.
During the meeting, participants will be taken through the procedures for receiving interactive Smart Boards and laptops at the school level to ensure proper documentation and accountability upon delivery.
Heads of Institutions will also be guided on their roles and responsibilities during the delivery and installation process, including overseeing the proper handling of the equipment and ensuring installations are completed according to the required standards.
The training will further cover coordination with suppliers during on-site delivery and installation to facilitate the smooth deployment of the devices in schools.
Another major area of discussion will be the security, custody, accountability and maintenance of the Smart Boards and laptops to safeguard government investments and ensure the equipment remains functional throughout their lifespan.
The Commission will also prepare schools for the official rollout of the Digital Literacy Programme by outlining the institutional readiness measures expected before implementation begins.
In addition, Heads of Institutions will receive guidance on reporting procedures and documentation required immediately after schools receive the ICT devices.
County and sub-county officials assigned coordination role
The memorandum directs Sub-County Directors to mobilise all Junior School Heads of Institutions within their respective jurisdictions to attend the virtual meeting without fail.
It further instructs all Sub-County Directors and Curriculum Support Officers to participate in the meeting to facilitate effective coordination and support during the implementation process.
The memo states that officials must “Ensure that all Sub County Directors and Curriculum Support Officers also participate in the meeting to facilitate effective coordination and support.”
County officials have also been directed to confirm that every institution has access to the Microsoft Teams meeting link and the necessary ICT facilities before the meeting begins.
Following the meeting, Sub-County Directors will be required to monitor attendance and submit participation reports to the County Director’s office immediately after the session. The reports should indicate attendance levels, challenges encountered and any action points requiring follow-up.
The Commission has emphasised that the successful implementation of the Digital Literacy Programme Phase II depends on the active participation of all education officers and school heads involved in the exercise.
The memo concludes: “This exercise is critical to the successful implementation of the Digital Literacy Programme Phase II. You are therefore requested to ensure full compliance and active participation by all concerned officers.”

The memorandum was signed by Erick O. Magak, TSC County Director for Kakamega County, with a copy forwarded to the Regional Director for the Western Region.
