Basic Education Principal Secretary Prof Julius Bitok is expected to meet Junior School (JS) representatives from all the 47 counties in Naivasha ahead of the planned rollout of autonomy in the Junior School, in a move seen as crucial in shaping the future of Competency-Based Education (CBE).
The high-level consultative meeting, to be held at a Naivasha, will bring together education stakeholders, county representatives and officials from the Ministry of Education to discuss the implementation framework for Junior School autonomy and address emerging concerns from teachers and parents.
The meeting comes at a time when the government is intensifying reforms in the education sector following the full transition from the 8-4-4 system to CBE.
Junior schools have remained at the center of debate, especially over management structures, staffing, learning resources and the role of teachers under the new system.
Sources within the ministry indicate that the Naivasha meeting will focus on harmonizing views from different counties before the autonomy policy is officially rolled out.

The discussions are also expected to address concerns raised by Junior School teachers regarding career progression, deployment and the operational independence of the institutions.
PS Bitok has in recent months defended the government’s education reforms, insisting that the country is making significant progress in implementing CBE and strengthening learning institutions across the country.
He has maintained that the government remains committed to improving infrastructure, employing more teachers and ensuring a smooth transition for learners.
Education stakeholders are now keenly watching the outcome of the Naivasha consultations, with many hoping the meeting will provide clarity on the future of Junior Schools and the long-awaited autonomy framework.
The meeting is also expected to generate recommendations that could influence future policy direction within the education sector as the government seeks to streamline learning under the Competency-Based Education model.
