Tharaka Nithi Senator raises concern over TVET funding, student mental health affecting learning

Tharaka Nithi County senator Mwenda Gataya has formally requested statements from the Senate Standing Committee on Education regarding operational challenges at Tharaka Technical and Vocational College and the state of mental health services in learning institutions.

Speaking in the Senate, Gataya expressed concern over persistent funding delays affecting TVET institutions.

He said late disbursement of capitation and exchequer support has disrupted operations, resulting in a shortage of trainers, under-equipped workshops, and declining student enrolment.

The senator also highlighted the impact of delayed Higher Education Loans Board (HELB) funds, noting that financial strain has forced some students to drop out. He called for urgent measures to ensure timely release of funds to support learners and stabilize the institution.

Gataya urged the government to provide a clear update on the college’s financial status and outline plans to improve infrastructure and staffing, including equipping workshops and recruiting additional trainers.

On mental health, the senator warned that many students lack access to adequate support systems. He emphasized the need to integrate mental health education into school curricula, increase funding for services, and deploy trained professionals in learning institutions.

He further called for structured referral systems and clear policy guidelines with defined timelines to support the implementation of mental health programmes.

Gataya said his proposals are aimed at improving education outcomes and ensuring student well-being, stressing that learners require a supportive environment to succeed both academically and mentally.
