The Commission for University Education (CUE) has formally summoned Former Minister of trade and ex-MP for Kimilili Dr. Mukhisa Kituyi to provide further information over claims that Masinde Muliro University of Science and Technology (MMUST) awarded degrees to individuals who were never admitted.
The CUE issued an invitation to Dr. Kituyi on April 16, 2026, requesting his presence at the Commission’s offices in Gigiri, Nairobi, between April 20th and 24th, 2026.
The invitation follows media reports in which Dr. Kituyi raised concerns about the university’s graduation processes during a radio interview on March 31, 2026.
Dr Kituyi who is also a former Secretary-General of the United Nations Conference on Trade and Development (UNCTAD) had claimed that a graduation two years ago at Masinde Muliro University had names of persons who were never admitted to the university.
In response to the allegations, the CUE initiated an investigation, which was publicly confirmed through a press statement issued on April 3, 2026.

The investigation aims to review the claims made by Dr. Kituyi and to ascertain whether MMUST’s academic procedures and standards meet regulatory requirements. The Commission noted that it had previously reached out to Dr. Kituyi on April 9, 2026, but had yet to receive a response.
MMUST, for its part, has strongly refuted the allegations, maintaining that its graduation processes are thorough and adhere strictly to academic and statutory standards. The university has also emphasized its commitment to maintaining the integrity and credibility of its academic qualifications.

The situation gained further attention after Education Cabinet Secretary Julius Ogamba directed the CUE to conduct a formal investigation into the matter, amid increasing public scrutiny of the allegations.
The CUE’s letter, signed by Commission Secretary and CEO, Prof. Mike Kuria, PhD, urges Dr. Kituyi to provide any evidence or information that could clarify the claims made against the university.
Should Dr. Kituyi be unable to attend in person, the Commission has offered alternative contact methods, including email for him to share the information.
