TSC, teacher unions meeting over SHA fails to be bear fruit as stalemate reigns

A meeting between Teachers Service Commission (TSC) and teacher unions that was meant to address the manner in which teachers will be moved from the current Medical Cover being managed by Minet Kenya Insurance Brokers Limited to Social Health Authority (SHA) failed to reach an agreement.

Reliable sources privy to meeting proceedings told Education News that the unions had asked the employer to carry out proper public participation and further stating that before signing the agreement between TSC and SHA, they must see the agreement so that they can scrutinize it and know what roles will TSC, SHA, and unions play in the agreement.

It also emerged during the meeting that was held last week Tuesday at TSC headquarters in Nairobi’s upper hill that what SHA was providing compared to what teachers are getting in the current Minet cover is very minimal.

Due to the foreseeable impasse, the implementation of the SHA medical cover to teachers might take time, as that pertinent issues raised by teacher leadership ought to be ironed to avoid further challenges.

During the September 13, 2025 meeting at State House between President William Ruto and representative of teacher leadership, in their joint memorandum to president they wished that the current medical scheme be maintained with any changes on it being implemented gradually and consultatively, and further introduce a Group Life Insurance Cover for teachers.

However, the President didn’t agree to the teachers’ request noting that it doesn’t serve teachers adequately, expressing concerns over the state of the scheme noting that it fails to meet the current state in the market, calling for its review.

Appearing before the National Assembly Committee on Education on September 18, 2025, TSC acting Secretary and CEO Evaleen Mitei explained that consultations are ongoing with the National Treasury, the Office of the Attorney General, the Police Service, and SHA to finalize the legal and financial framework, which will see teachers being enrolled in the Public Officers’ Medical Scheme Fund by December 1, 2025 under SHA.
