Capitation funds

Kenya Union of Post-Primary Education Teachers (KUPPET) has told Education CS Ezekiel Machogu to disbursed capitation funds to secondary schools in time to enable smooth running of institutions.

Kakamega County KUPPET Executive Secretary, Harrison Otota, said many schools are unmanageable because of the delay of funds from the government.

“We want to tell Education CS Ezekiel Machogu that there is no money in secondary schools to run the institutions. The government should send money to these institutions to ensure smooth running of the institutions,” said Otota.

Speaking during Kakamega County KESSHA conference held at Kunste Hotel in Nakuru County, Otota said the fund is essential in running the institution and without it school principals cannot do anything.

KUPPET officials also warned BOM Chairs of various secondary schools to stop harassing principals by micromanaging the schools.

“There some secondary school BOMs who are harassing our principals. They want to be given tender to supply certain commodities and if they are told them to use the legal procedures, they refuse to sign important school document despite of them being school signatories.” lamented Otota.

He revealed that many principals in Kakamega County are having such problems as he calls for BOMs to give Principals peace to run the schools for the benefit of the students.

The unionist told BOM to stop frequently visiting school bursars for regularly checks on money which the school has and instead they should raise all issues to the BOM meetings so that they can be addressed through the right channels.

“BOM Chair should stop visiting bursar’s office pretending to see how the money has been used on a daily basis, they should raise their issue through BOM meetings in the presence of all members so that the Principal can get opportunity to explain various issues in a procedural manners,”said Otota.

The Unionist also used that opportunity to urge Members of Parliament within Kakamega County to assist day schools by disbursing bursary funds to needy and bright students to enable them proceed with education.

He thanked the MPs for assisting many students through disbursement of Bursary Fund in both Day schools and Boarding Schools.

On his part, Kakamega County KUPPET Chair Johnstone Wabuti, requested the County Government of Kakamega to cooperate with schools within the county to improve the health status of the schools.

He gave the example of the County government of Kakamega through the Department of Health where they have constructed health facilities within schools with over 2000 students to boost health care of students and teachers and to address all issues related to health that can affect students and teachers.

He also told Ministry of Education officials and political leaders especially Kakamega Senator Bonny Khalwale to stop blaming school Principals for the health challenges that have been witnessed in few schools  in the Country but instead, use various government department to cooperate and get solution to the problem to enable those schools continue with their programmes smoothly.
