The Teachers Service Commission (TSC) has concluded a five-day nationwide sensitisation workshop on the Kenya Primary Education Equity in Learning (KPEEL) programme aimed at strengthening education service delivery and improving implementation of key reforms across the country.
The workshop, which officially ended on Friday, May 8, 2026, brought together Sub-County Directors, Curriculum Support Officers, Human Resource Officers, Accountants, ICT officers, and headquarters staff from all the 47 counties at ARC Egerton in Nakuru County.
The week-long training focused on enhancing the capacity of field officers in implementing education reforms and improving coordination between the Commission’s headquarters and field offices.
Participants described the training as timely, well-structured, and highly beneficial to field operations, noting that it addressed critical areas affecting service delivery in schools.
Facilitated by teams drawn from all the 10 directorates of the Commission, the officers were taken through several key topics including the KPEEL concept, Competency Based Education (CBE), reviewed TPAD standards, reviewed lesson observation tools, staffing norms, Teacher Professional Development (TPD), human resource management, financial management, risk management, legal issues, wellness and staff health, discipline function and TIMEC, internal audit, as well as the Learning Management System (LMS).
The sensitisation programme also covered implementation of the School-Based Teacher Support System (SBTSS), a key initiative designed to strengthen teacher support, curriculum delivery, and monitoring in schools.
According to TSC, the exercise was aimed at enhancing understanding of the KPEEL programme, strengthening reporting systems, and improving coordination of education initiatives at the field level.
During one of the sessions, TSC Sub-County Director for Kisauni in Mombasa County, Nicholas Mutungi, shared experiences on the implementation of the SBTSS programme.
Kisauni Sub-County was recognised among the best-performing sub-counties nationally in implementation of the programme, with participants citing effective coordination and strong support systems within schools.

The inclusion of Curriculum Support Officers, ICT personnel, Human Resource Officers, and Accountants reflected the Commission’s broader strategy of integrating administrative, technical, and financial systems in implementing ongoing education reforms.
The KPEEL programme is part of government efforts aimed at improving equity and learning outcomes in primary education, particularly in underserved areas, while strengthening accountability and efficiency in school management.

Through their National Chairman Bernard K. Orwasa, the TSC Sub-County Directors expressed appreciation to Acting TSC CEO Evaleen Mitei for organising and facilitating the workshop.

The officers said the training demonstrated the Commission’s commitment towards building a well-informed and empowered workforce capable of effectively implementing reforms in the education sector.
They further recommended that similar workshops bringing together field officers and management be held regularly to bridge communication gaps and enhance efficient service delivery to teachers and schools across the country.
