TSC suspends online transfers for school administrators amid new reforms

The Teachers Service Commission (TSC) has suspended online transfer applications for school administrators in a move aimed at preventing leadership gaps and ensuring stability in learning institutions.

The directive affects headteachers, deputy headteachers, senior teachers and masters who had been using the online system to request transfers.

According to the commission, future transfers for administrators will now be handled internally based on staffing needs, rather than individual applications.

The decision is part of a broader effort by TSC to streamline school leadership and maintain continuity in management, especially in institutions that have experienced frequent administrative changes.

The education stakeholders have often raised concerns that abrupt transfers of school heads disrupt learning and weaken institutional performance.

At the same time, TSC is preparing to implement special duty allowances for approximately 99,000 teachers currently serving in acting administrative roles.

The allowances are expected to take effect after the July 2026 national budget, offering long-awaited financial recognition to teachers who have taken up additional leadership responsibilities without formal appointments.

The planned payments follow the approval of the TSC (Amendment) Bill, 2024, which was sponsored by Mandera South Member of Parliament (MP) Abdul Haro.

The law seeks to address longstanding concerns over disparities in compensation for teachers handling administrative duties on an acting basis.

Education experts say the combined measures signal a shift toward stabilizing school leadership while improving teacher welfare.

By centralizing transfers and introducing allowances, TSC aims to enhance efficiency, boost morale, and ensure that schools are consistently led by adequately supported administrators.

The reforms come at a time when the education sector is undergoing significant changes, with the government emphasizing accountability, resource management and improved learning outcomes across the country.
