The Teachers Service Commission (TSC) has launched a nationwide capacity-building programme for Heads of Institutions (HOIs) in a major move aimed at strengthening payroll management, improving the accuracy of teachers’ salary records and enhancing accountability in the administration of public funds.
According to an internal memo referenced TSC/DS/KPEEL/95B/VOL.I/88 and dated June 10, 2026, the Commission will conduct the training across all counties from June 29 to July 9, 2026.
The programme will focus on equipping school heads with the knowledge and practical skills required to effectively use the Payroll Data Control Sheet, a key tool in validating payroll information and maintaining accurate teacher records.
Strengthening payroll management
The Commission has directed County Directors to communicate the training schedules to all Heads of Institutions, mobilise participants and provide the necessary coordination and logistical support to ensure the programme is implemented successfully.
School heads attending the training have also been advised to carry laptops to facilitate practical learning sessions.
The initiative is expected to significantly improve the quality of payroll data submitted by schools.
As the officers responsible for maintaining teachers’ employment records at the institution level, Heads of Institutions play a critical role in ensuring that information relating to appointments, transfers, promotions, leave, retirement and other employment changes is captured accurately and submitted on time.
By strengthening their capacity, TSC hopes to minimise payroll errors that often result in delayed salaries, underpayments, overpayments, omissions and other payroll-related challenges affecting teachers.
Enhancing accountability
The training is also expected to strengthen transparency and accountability within the Commission’s payroll management system.
Accurate payroll validation helps prevent irregular payments, eliminates avoidable errors and safeguards public resources by ensuring that only legitimate and verified payments are processed.
This is expected to reinforce confidence in TSC’s payroll systems while promoting prudent management of public funds.
The programme also aligns with TSC’s ongoing digital transformation agenda by equipping school administrators with modern payroll management skills.
Improved competence in handling payroll data will enhance communication between schools, county offices, regional offices and TSC headquarters, enabling payroll issues to be identified and resolved more efficiently.
Supporting quality education
Education stakeholders have welcomed the initiative, noting that timely and accurate payment of teachers is essential for maintaining staff morale and improving service delivery in schools.
When teachers receive their salaries correctly and without unnecessary delays, they are better able to concentrate on their primary responsibility of delivering quality education.
The Commission indicated that further details regarding the training timetable and the composition of facilitation teams will be communicated before the programme begins.
The memo was signed by Antonina Lentoijoni, Director of Staffing, and copied to all TSC Regional Directors.
