TSC Human Resource Department Director resigns

Teachers Service Commission’s (TSC) Director of Human Resource Management and Development Dr. Julius Olayo has resigned from the Commission’s Secretariat.

Insiders at the Commission hinted to Education News that Dr. Olayo left TSC last week to take up a position at the National Police Service Commission’s (NPSC) Human Resource Department.

Dr. Olayo joined TSC on January 2, 2020 and prior to that, he was the Director of Human Resource and Administration at the National Industrial Training Authority (NITA).

Before that, he served as the Head of Human Capital at the Independent Policing Oversight Authority (IPOA) and also worked at Mastermind Tobacco Company, Kenyatta University, Consumer Insight Africa, Kenya Forest Service and the Management University of Africa.

Dr. Olayo holds a Doctor of Philosophy (PhD) in Human Resource Management from Jomo Kenyatta University, an MBA (HRM) from Kenyatta University, B.A Social Science from Kenyatta University, a Bachelor of Laws Degree (LLB) from the University of Nairobi, and a Post Graduate Diploma (HRM) from the Kenya Institute of Management.

He is also a Certified Human Resource Professional (CHRP-K) from the College of Human Resource Management Kenya and a Certified Trustee by the College of Insurance Kenya. In addition, he is a full member of the Institute of Human Resource Management (IHRM) and holder of an HR Practicing Certificate.

In January 2023, a wave of uncertainty rocked TSC after a number of its senior officers resigned in what was termed as iron-fist leadership at the Commission Secretariat, with most of them said to have cited frustration at the workplace and a toxic working environment.

Rita Wahome, who was the Director in charge of the Staffing Division in the Commission, resigned after holding the position since August 2018. Isaac Nganga, who was the Commission’s Director in charge of Internal Audit, and Charles Gichira, who was the Director in charge of the Commission’s Information and Communication Technology (ICT), also resigned.
