Teachers who resign or are dismissed to get terminal benefits under new TSC policy

TSC Acting CEO Evaleen Mitei signs Circular No. 12/2025 clarifying how teachers who resign or are dismissed can access terminal benefits.

The Teachers Service Commission (TSC) has issued a new circular outlining the eligibility and procedures for teachers exiting the service through resignation or dismissal to access their terminal benefits.

In Circular No. 12/2025, and addressed to all teachers, the Commission confirmed that under the 2025–2029 Collective Bargaining Agreement (CBA), teachers leaving service due to resignation or dismissal will still be entitled to their terminal benefits.

The directive, signed by Evaleen J. Mitei, the Acting Commission Secretary/CEO, applies to all teachers who exited service on or after April 6, 2018.

Affected teachers or their beneficiaries are required to present necessary documents through their respective TSC Sub-County Directors, who will verify and forward them to County Directors before final submission to the Commission’s Head Office.

The circular provides a detailed list of required documents, including identification records, bank details, letters from chiefs in the case of beneficiaries, death certificates (where applicable), and KRA PIN certificates.
It also directs that where discrepancies exist in submitted documents—such as differences in names across IDs, bank cards, and Sacco cards—teachers must provide affidavits or letters from relevant institutions.

The circular was copied to all TSC Regional, County, and Sub-County Directors, as well as to Mr. James Torome, Secretary General of the Kenya Union of Special Needs Education Teachers (KUSNET), signalling the Commission’s intent to ensure clarity and uniform processing of claims across the country.

This move is expected to streamline benefit claims for teachers and their families, especially those who have faced uncertainties after exiting service.
