Ruto calls for strict accountability in use of school capitation funds as disbursement is front-loaded

President William Ruto has called for strict accountability in the use of school capitation funds, urging education stakeholders to ensure that every shilling released by the government directly benefits learners, as the state rolls out a new system of front-loaded disbursements.

Speaking at AIC Githumu in Kandara, Murang’a County, Ruto stressed that all education stakeholders including school heads, boards of management and relevant institutions must ensure proper and transparent use of the funds.

Ruto said the government has deliberately implemented the policy as part of major reforms in the education sector, noting that although there is a lot of political talk in the country, the focus must remain on delivering results.

The head of state urged stakeholders to put the interests of learners first and ensure that all funds allocated to schools are used properly and for their intended purpose.

At the same time, the President announced a major shift in the way capitation funds are released to schools, saying the government will now disburse money before the start of each term to enhance planning and smooth learning operations.

He noted that the new arrangement is meant to eliminate delays that have in the past forced schools to operate under financial strain after learners’ report to school.

The head of state added that previously, school heads used to wait for capitation funds after learners had already reported to school, a situation that often disrupted smooth learning.

However, Ruto reiterated that the system has now been changed so that funds are released before schools reopen, allowing learners to find money already available in schools.

“Under the revised model, schools will receive funds ahead of reopening to allow better preparation, procurement, and uninterrupted learning activities.” He said

The president further revealed that the government has already released Ksh23 billion to support the implementation of the policy, with funds disbursed on April 23 to all public schools across the country.

He added that funds for the first term were released within the term, while second-term funds were disbursed a week before schools reopened.

He further assured that the remaining funds will be released before the opening of the third term.

The directive comes amid long-standing concerns over delayed capitation, which has previously disrupted school operations and strained learning institutions across the country.

By front-loading capitation funds, the government aims to stabilize school management, reduce uncertainty, and ensure learners have access to necessary resources from the beginning of each term.

He reiterated that education remains a key pillar of his administration, emphasizing that transparency and accountability will be central to the success of the new funding model.
