The Public Service Commission (PSC) has announced plans to roll out a nationwide sensitisation programme aimed at strengthening the implementation of the National Values and Principles of Public Service across government institutions.
PSC Commissioner Dr Francis Owino said the initiative is part of the Commission’s constitutional mandate to promote the National Values and Principles of Governance under Article 10 and the Values and Principles of Public Service under Article 232 of the Constitution.
“We want these values to move beyond being constitutional provisions and become a way of life across the public service,” Dr Owino said.
He noted that while considerable progress has been made in integrating constitutional values into public institutions, there is still a need to enhance awareness, understanding and practical application of these principles throughout government.
The sensitisation programme will be implemented across Ministries, State Departments and Agencies (MDAs), Semi-Autonomous Government Agencies (SAGAs), Technical and Vocational Education and Training (TVET) institutions, as well as professional bodies.

As part of the initiative, the PSC will identify and train Value Champions who will spearhead the promotion and implementation of constitutional values within their respective institutions.
Dr Owino also revealed that the Commission is working closely with stakeholders in the education sector to integrate core national values, including patriotism, integrity, inclusiveness, transparency, accountability and good governance, into learning institutions.
The collaboration aims to instil these principles from an early age and nurture a values-driven society that supports an ethical and effective public service.
The PSC is constitutionally mandated to promote, monitor, evaluate and report on compliance with the National Values and Principles of Governance and the Values and Principles of Public Service. Through these efforts, the Commission seeks to foster an ethical, accountable, citizen-centred and high-performing public service across the country.
