President Ruto refuses to sign Finance Bill

President William Ruto has declined to sign the Finance Bill, 2024.

According to the sources, the Bill will be sent back to National Assembly before they break for recess today.

Ruto has also proposed a raft of amendments to the Bill and the MPs will have to consider them.

Therefore, the Parliament may amend the Bill in light of the president’s proposals or pass it a second time without carrying out the amendments.

In returning the bill, the Head of State will highlight key areas that need to be changed.

Then, if legislators amend the bill fully accommodating the proposals of the President, the speaker of the Parliament shall then return it to the Head of State for assent.

If the Parliament considers the Head of State proposals, it may pass it a second time, without amendment, or with amendments that do not fully accommodate his reservations. This will have to be supported by supported by two-thirds of the members.

Ruto is supposed to address the nation at 4pm.
