Young people in Siaya County are getting a new route to global employment as a 200-computer digital hub links practical technology training with remote work opportunities and international clients, bringing the promise of the digital economy closer to rural communities.

The facility, founded by Siaya Senator and ODM Party Leader Oburu Oginga and officially inaugurated by President William Ruto in March 2026, is emerging as a model for expanding digital employment and entrepreneurship opportunities beyond Kenya's major urban centres.

According to Dr Raymond Omollo, the Principal Secretary for Internal Security and National Administration, the hub supports the government's Digital Superhighway initiative under the Bottom-Up Economic Transformation Agenda (BETA), which seeks to expand digital access and create new economic opportunities for young people.

The Siaya Community Digital Hub currently serves approximately 150 learners and operates entirely on solar energy. Equipped with 200 computers, the facility offers affordable training in skills designed to help young people compete in Kenya's digital economy and international labour market.

Its programmes cover data analysis, digital marketing, basic cybersecurity, graphic design, video production, programming, web development and computer networking. Most courses run for six months.

The training is intended to equip learners with practical, market-driven skills that can help them secure employment, work remotely for international clients or establish their own digital enterprises.

BPO centre opens doors to international clients

One of the hub's defining features is its Business Process Outsourcing (BPO) centre, which connects digital workers with local and international clients.

The centre provides a platform for young people to explore digitally enabled employment without necessarily relocating to major cities in search of work.

The facility also offers free public internet, co-working spaces and a business incubator to support innovation, collaboration and the growth of digital enterprises.

According to Omollo, the hub is the first community digital hub in Kenya to establish a BPO centre, marking a significant step towards extending digitally enabled work beyond the country's major urban centres.

The model seeks to bridge the gap between digital training and actual economic opportunities by creating connections between skilled young people and clients who need their services.

AI-focused college set to expand training

The hub is preparing to broaden its educational offering through Jaramogi Training College, a registered institution focused on artificial intelligence that is scheduled to launch in November 2026.

The planned expansion is expected to widen access to technology-related learning as artificial intelligence and other emerging technologies reshape workplaces, industries and business operations.

The initiative is also working with community-based organisations, the Kenya Union of Post-Primary Education Teachers (KUPPET), Siaya Branch, and other partners to expand digital literacy and strengthen community participation in the digital economy.

These collaborations are expected to help more residents acquire relevant digital skills and understand how technology can be applied to employment, entrepreneurship and everyday economic activities.

Siaya prepares for inaugural Nyanza Digital Summit

Siaya County is also preparing to host the inaugural Nyanza Digital Summit from December 2 to 4, 2026, in collaboration with the ministry and other stakeholders.

The summit is expected to provide a platform for discussions on digital skills, innovation, technology-driven businesses and opportunities for young people in the expanding digital economy.

The State Department for Internal Security and National Administration is supporting coordination among stakeholders to maintain a secure environment around the facility, protect critical digital infrastructure and promote cybersecurity awareness.

As Kenya expands its digital infrastructure, the Siaya hub demonstrates how access to computers, practical training and links to paying clients can create new pathways to employment and entrepreneurship for young people outside major cities.

Ultimately, the hub's success will be measured not by its computers or training programmes alone, but by the number of young people it helps secure jobs, earn sustainable incomes and build businesses that compete beyond Kenya's borders. If that promise is realised, Siaya could provide a blueprint for bringing digital employment opportunities to underserved communities across the country.
