The government has stepped up oversight of the country’s education reforms, with Head of Public Service and Chief of Staff Felix Koskei warning of the need for closer coordination and regular monitoring as schools prepare for the next phase of the Competency-Based Education (CBE) transition.
Officials reviewed the Post-Senior School Transition Framework for the pioneer CBE cohort during the session, which is expected to guide learners as they move from Senior School to universities, Technical and Vocational Education and Training (TVET) institutions and other post-secondary pathways. The Higher Education Funding Model was also examined as part of efforts to establish sustainable financing for learners progressing to universities and TVET institutions.

Providing an update on the progress of the reforms, Koskei said the review focused on the stability of Senior Schools, preparedness for the Grade 11 rollout and readiness for the second Grade 10 cohort expected in 2027. The meeting also examined enrolment and utilisation of Day Senior Schools, amid efforts to ensure existing facilities are effectively used to support the expanding learner population.
Koskei said the session concluded with key resolutions and a periodic reporting matrix designed to strengthen coordination, track implementation and ensure that the transition across the education system proceeds smoothly. The reporting framework is expected to provide a structured mechanism for monitoring progress, identifying emerging challenges and ensuring timely action by relevant government agencies.

The meeting was attended by Principal Secretary for Higher Education Dr Beatrice Inyangala and other senior government officers. The review comes as the government intensifies preparations for the next stages of CBE implementation, with particular attention to school readiness, learner progression and financing of education beyond Senior School.
