The Kenya National Examinations Council (KNEC) has announced that it will administer the KCSE Qualifying Test in September 2026, targeting learners who intend to sit the 2027 Kenya Certificate of Secondary Education (KCSE) examination but do not possess KCPE certificates or equivalent primary education qualifications.

The assessment is designed to provide an alternative pathway for candidates who, for various reasons, were unable to complete or obtain formal primary school certification but were later admitted into secondary schools under Ministry of Education guidelines.

KNEC says the exercise is intended to ensure that all learners entering the KCSE cycle meet the required academic and administrative standards before registration.

Who will sit the test?

According to the council, the Qualifying Test will mainly cater for learners without KCPE certificates, as well as those who missed the 2023 KCPE examination but were still allowed to proceed to secondary school.

The assessment will also accommodate candidates with alternative or non-traditional primary education backgrounds whose academic records require verification before they are cleared for national examinations.

Role of school principals

Secondary school heads have been directed to play a central role in the process by identifying all Form Three learners in 2026 who lack KCPE documentation.

KNEC has urged principals to ensure that such learners are guided early enough to meet the requirements, warning that failure to comply may lead to delays or complications during KCSE registration for the 2027 examination cycle.

Application requirements

Applicants will be required to submit:

  • An application letter.
  • Supporting academic documents, including report cards or proof of primary school attendance.
  • A validation fee of KSh3,480 paid through the designated banking channels.

All documents must be submitted to the KNEC Archives Division at New Mitihani House in South C, Nairobi, where they will undergo verification and validation before approval.

KNEC has maintained that the Qualifying Test plays a critical role in safeguarding the integrity of national examinations by ensuring that all candidates meet minimum academic standards.

The council further noted that the process provides a structured opportunity for learners who missed formal certification to regularize their academic status and progress within the national education system.
