Evaleen Mitei’s tenure as acting Chief Executive Officer of the Teachers Service Commission (TSC) is being credited with transformative reforms that are revitalizing the institution’s operations and restoring confidence among educators.

Mitei’s leadership has brought a renewed sense of accountability and efficiency within the TSC, addressing long standing challenges that have affected service delivery for years.

She has a solid academic foundation that combines experience in education and human resources. She sharpened her professional expertise at Manchester University which has equipped her with critical skills in workforce management, organizational development and employee relations. These skills are vital for a commission tasked with managing thousands of teachers across the country.

Throughout her career at the TSC, Evaleen has held strategic roles within the Human Resources department and as Director of Field Services. It was in these roles that her leadership qualities stood out, particularly her decisiveness, resilience and her ability to handle complex administrative challenges. Her approach has consistently been described as assertive and focused on promoting operational efficiency.

Since stepping in as acting CEO following the exit of Dr. Nancy Macharia, Mitei has implemented several reforms that are already making a noticeable difference.

Field officers are now receiving quicker responses to their inquiries, a significant shift from the previous delays that often hampered workflow. Teachers have also started experiencing faster processing of their allowances, easing financial burdens and boosting morale within the profession. The teacher transfer process, previously known for its bureaucratic delays, has been streamlined, resulting in a more transparent and responsive system.

Furthermore, the relationship between the TSC headquarters and the broader teaching community has shown marked improvement.

Mitei’s leadership has introduced deliberate efforts to enhance engagement and build trust, fostering a collaborative environment where educators feel heard and valued.

One of the most significant achievements under Mitei’s leadership is the early initiation of the Collective Bargaining Agreement (CBA) process with teachers’ unions. This proactive step is crucial for ensuring harmonious industrial relations and addressing teachers’ welfare issues through structured dialogue. By engaging unions early, Mitei has demonstrated a commitment to consensus-building, which is essential for maintaining stability in the education sector.

These early reforms have injected a sense of optimism within the TSC. Field officers and educators who had grown accustomed to systemic delays and administrative hurdles are now witnessing a more efficient and responsive commission. Mitei’s leadership, which blends academic expertise with practical field experience, is positioning her as a transformative figure capable of steering the TSC towards a more service-oriented future.

Her brief tenure has already proven that effective leadership, grounded in professionalism and a commitment to excellence, can deliver tangible improvements in public service institutions.

As the TSC continues to align its operations with its strategic vision and mission, I believe that Evaleen Mitei’s leadership will be instrumental in driving long term and sustainable change across the commission
