The Embu County Education Board has set a ceiling of Sh12, 000 as the annual lunch fee for public day secondary schools.
The board forbids school heads from sending students home over the money, saying parents had a right to pack lunch for their children.
Embu County Commissioner Esther Maina threatened to take disciplinary action against principals who exceed the ceiling.
She was speaking at Kangaru School during an exercise to distribute school text books worth Sh63 million for Form One students.
