Basic Education Principal Secretary Amb. Prof. Julius Kibet Bitok officially flagged off the first consignment of laptops and interactive smart boards for delivery to Junior Schools across the country under the Digital Literacy Programme, in what would later emerge as his final major assignment before his reassignment to the State Department for Tourism.
The equipment is being distributed under the Government’s Digital Literacy Programme, an initiative aimed at strengthening the implementation of Competency-Based Education (CBE) and expanding access to digital learning resources for learners nationwide.
Speaking during the flag-off ceremony, Bitok described the exercise as a major milestone in the country’s efforts to modernize learning and equip learners with essential digital skills.

“Today, I had the honour of officially flagging off the first consignment of laptops and interactive smart boards for delivery to Junior Schools across the country under the Digital Literacy Programme,” he said.
“This milestone reaffirms our commitment to equipping learners with the digital tools they need to thrive in the CBE framework and in an increasingly digital world.”
The rollout is expected to enhance technology integration in classrooms and support digital learning among learners in Junior Schools across the country.
Farewell message after reshuffle
Bitok used the occasion to reflect on his tenure at the State Department for Basic Education following his transfer to the tourism docket.
“As I transition to a new assignment following today’s government reshuffle, I am grateful to have witnessed this important step in advancing digital learning and inclusion for our children,” he said.
“I remain committed to serving our nation with the same dedication in my new role at the State Department for Tourism.”
The outgoing PS thanked institutions and agencies that have supported the implementation of digital learning programmes in schools.
Appreciation to partners
Bitok singled out the Ministry of Education, the ICT Authority, and the Kenya Digital Economy Acceleration Project (KDEAP) for their role in supporting the initiative.
“I thank all our partners, including the Ministry of Education, the ICT Authority, and the Kenya Digital Economy Acceleration Project (KDEAP), for their collaboration in making this vision a reality,” he said.
As he signed off from the education sector, Bitok delivered a message that appeared to capture both his transition and continued public service.

“The journey continues. Service to Kenya remains the constant,” he said.
His reassignment comes as the Government continues to roll out education reforms, digital learning initiatives, and the Competency-Based Education programme across the country.
