An education officer who spoke to this publication on condition of anonymity has raised concerns over the alleged non-payment of transport refunds to officers who attend Teachers Service Commission (TSC) trainings, despite being required to submit transport receipts as part of the process.
According to the officer, TSC conducts training sessions for its staff in different venues across the country for various purposes, with participants paid a per diem, although this payment reportedly sometimes comes months after the activity has concluded.
However, the officer alleges that transport refunds, despite being a standard requirement, are never paid out.

The source cited the most recent example as a training on the new Teacher Performance Appraisal and Development (TPAD) system, remote learning and livestreaming, held at Egerton University in Njoro in May this year. The training brought together more than 400 officers, including County Directors, Sub-County Directors and Curriculum Support Officers drawn from across the country.
According to the officer, participants were required to collect and submit transport receipts as part of the reimbursement process, but the transport money was never refunded. “Where does all this money go? Why collect receipts if the participants will not be refunded?” the officer asked.
