- The deployment comes with revised appointment grades for affected teachers, with all posting and vetting processes now conducted through TSC’s online Posting, Entry/Exit Reports Module.
The Teachers Service Commission (TSC) has directed primary school teachers deployed to Junior Secondary Schools (JSS) to report to their new stations on October 1, 2026, as part of efforts to strengthen staffing in the Competency-Based Education system.
In an internal memo, reference CS/TSC/2/VOL.XXXII/56, the Commission instructed regional, county and sub-county directors to ensure the affected teachers take up their new roles on the reporting date. The directive follows a vetting exercise in which 866 teachers were cleared for deployment after validation of their applications and academic qualifications.
According to the memo, primary school teachers seeking deployment to JSS must be qualified to teach at the secondary school level. Among the requirements is active registration with the Teachers Service Commission and current employment as a primary school teacher under the Commission.
The teachers should also not be under interdiction or undergoing disciplinary proceedings. The memo further states that applicants should have at least a Diploma in Education, with a minimum grade of C+ at KCSE or its equivalent, and C+ in two teaching subjects currently offered in the school curriculum.

This latest reporting directive follows an earlier vetting exercise in which TSC cleared 866 primary school teachers for deployment to Junior Schools after validating their applications and academic qualifications.
According to Acting Commission Secretary and CEO Evaleen J. Mitei, the Commission had received 1,541 requests from primary school teachers seeking deployment to JSS. Of these, 866 were verified at county and sub-county levels and found qualified for transition.
Additional provisions allow teachers with a KCSE mean grade of C plain to qualify if they hold a Diploma in Education together with a Bachelor’s degree in Education, or if they undertook a pre-university bridging course before December 31, 2015, and attained C+ or above in two teaching subjects. However, holders of a Bachelor of Education (Primary Option) are not eligible for deployment.
TSC has emphasised that deployment will consider proximity to a teacher’s current station, subject combinations required at the receiving JSS, and gender balance. Teachers with Special Needs Education qualifications will be posted to Special Junior Schools.

The Commission said all posting, entry and exit processes will be undertaken online through its Posting, Entry/Exit Reports Module, as it no longer recognises or processes hard-copy casualty returns.
The deployment also comes with changes in appointment grades for affected teachers. Teachers at Grade B5 with Bachelor’s degrees will receive appointment letters to Grade C2, while those at B5 holding Diplomas in Education will be appointed to Grade C1. Teachers at Grade C2 with Bachelor’s degrees who were promoted on or before September 30, 2023, will receive appointment letters to Grade C3, while Grade C1 teachers with Diploma certificates promoted on or before the same date will be appointed to Grade C2.
Teachers cleared for the transition have been urged to prepare for reporting on October 1 in line with the Commission’s requirements.
