TSC unveils updated promotion guidelines and scoresheets for shortlisting teachers

The Teachers Service Commission (TSC) has unveiled updated promotion guidelines and scoresheets for the 2026/27 financial year, setting out new procedures and criteria for the promotion of teachers in public schools.

The guidelines seek to standardise the promotion process across competitive grades while ensuring that teachers are assessed through a fair, transparent and structured system. The Commission, established under Article 237(1) of the Constitution of Kenya, is mandated to manage the recruitment, employment, promotion, transfer and assignment of teachers in public schools. According to the updated guidelines, promotions will be guided by the Career Progression Guidelines for Teachers (2018), the Career Progression Guidelines for Curriculum Support Officers (2019), the Code of Regulations for Teachers (2015), and the Policy on Appointment and Deployment of Institutional Administrators (2017).

The guidelines state that the promotion framework is intended to promote equity, fairness, transparency and non-discrimination while recognising and rewarding merit, performance and experience, and also provide for affirmative action and inclusivity, particularly for persons with disabilities and teachers from marginalised groups.

Under the eligibility criteria, teachers seeking promotion must have served for a minimum of three years in their current grade. The Commission will also take into account a teacher’s disciplinary record, with Regulation 77 of the Code of Regulations for Teachers barring a teacher from consideration until two years have elapsed after being found guilty following a disciplinary process, or one year after receiving an administrative warning. Teachers who have been re-employed by the Commission will also be required to complete at least three years of continuous service before being considered for promotion, in line with Regulation 78.

The TSC has maintained that applications for advertised promotion vacancies will be made electronically through the designated Teachers Online Services platform, with manual applications not accepted. Teachers will be required to provide complete and accurate information when applying, with the Commission expected to acknowledge successful applications electronically. The guidelines warn that submission of false information will lead to disqualification and may attract disciplinary action.

The Commission says promotion vacancies will be advertised through the TSC website, mainstream print media and any other platforms it considers appropriate, with each advertisement specifying the grade, number of vacancies, qualifications, duties and responsibilities, application procedures and timelines. The application window will remain open for 14 days from the date of advertisement, with teachers required to submit their applications within the stipulated period.

The guidelines further state that promotion opportunities will be determined by available budgetary allocations, teacher attrition and the existence of vacancies within the approved establishment. The framework is expected to provide a consistent approach to promotions at different levels while strengthening accountability and professionalism within the teaching service. The Commission has emphasised that all promotions will be anchored on equity, fairness, merit, performance, integrity, transparency, accountability, affirmative action and professionalism, with the updated guidelines and scoresheets expected to guide the assessment and selection of teachers during the 2026/27 promotion cycle.
